I have been researching this for a while, and so far it seems there is no current solution for it. There have been people who managed to get their game working again, and after reading about what they did here is my conclusion:
Make sure your computer does meet the minimum requirements listed below:
Supported OS: Windows XP/Vista
Processor: Pentium 4 @ 3 GHz/AMD 64 3200+
Memory: 512 MB (1 GB for Vista) Nosta suggests at least 2 GB for Vista and 1GB for XP
Hard Drive: 8 GB Free
DirectX version: DirectX 9.0c
Sound: on-board or better
Graphics Card: 256 MB (nVidia GeForce 6600/ATI Radeon X1600)
Also, make sure that you have the latest graphics drivers from either NVIDIA or ATI/AMD (they update semi-often with fixes and better performance!).
Make sure that you have the latest version of DirectX.
After complying with these suggestions, your game might work again, and if I find a solution that is the end all I will definitely post it as a followup here.

I have the minimum requirements (geforece 9400GT 512mb) and directx fault.
The solutions is downgrade the drivers to the version Forceware 175.31 Beta driver or 175.xx, but this doesnt support my card.
If sameone knows other solution…

Hello Fecce! Can you post your dxdiag output here?
1. Start
2. Run
3. Type dxdiag
4. I think depending on your Operating System (OS) it may ask you if you want to check if your drivers are digitally signed. If you are not sure what this means I suggest clicking yes (Some people purposely use beta or modded drivers that aren’t signed for stability or increased framerate)
5. At the bottom of the window that comes up after choosing an answer to the previous question, click Run xx-bit DxDiag
6. Copy the results and paste them into a reply

i am also facing this problem. But i solve it. i install a fresh windows xp sp2 updated driectx 9.0c,and the updated version of my graphics card i.e GeoForce 9500GT.Additionaly i install .net framework 3.0 and then i install call of duty world at war. Now i did’nt see this error message any more.
